Les toponymes actuels du Raïon de Néman, en russe Неманский район, en Oblast de Kaliningrad, furent décrétés en 1946 par décret du Présidium du Soviet Suprême de l'URSS. Il est aisé de comprendre ces toponymes tous d'origine slave et liés aux idéaux de l'immédiate après-guerre dans un pays ayant vu ses populations exterminées par les allemands.

Après sa prise de pouvoir, le gouvernement allemand - nazi, réforma toute la toponymie des lieux pour imposer des toponymes germaniques et éliminer la toponymie de type prussienne ou à connotation non germanique.

La colonisation de ce territoire par les allemands, fit disparaître la toponymie borusse - aussi appelée pruthène ou prussienne ; les peuples prussiens étaient slaves.

C'est le 4 avril 1958, suite au décret du Présidium du Soviet Suprême de la RSFSR, que la ville recevra officiellement son toponyme actuel: Неман - Niéman. Après la défaite de l'Allemagne nazie, la ville s'appelant alors Ragnit, ce raïon fut créé le 7 avril 1946 sous le nom de Ragnitsky puis rebaptisé Sovetsky de manière éphémère.

C'est en 1288 que nous découvrons première mention de ce toponyme avec un Ragnita, suite à l'invasion allemande des Chevaliers Teutoniques de 1275-1276 ; Ragnita est alors puissante forteresse rus de la tribu Schalauen - prussiens, borusses, pruthènes sont des rus. L'année 1289 nous laisse découvrir un Landeshut allemand ; elle retrouvera son Ragnit prussien en 1326 et gardera ce toponyme jusqu'en 1945.

Le toponyme russe, aussi hydronyme, est le fameux Niémen français ; le Chronus des romains. Plusieurs hypothèses tentent d'expliquer cet hydronyme Niémen dont une ancienne racine balte Nemunas = fleuve ; aucune n'étant concluante. Ragnit dériverait du vieux-prussien ; soit de Raganita = sorcière ou - plus probable, Raga = coin, pointe - ceci lié à la position du château originel.
