Le toponyme original, toponyme aïnou, est Utari - village, campement.

L'arrivée des pêcheurs japonais, y créant un camp de pêche saisonnier, va durement modifier la vie des habitants: les chefs sont japonais et les durs labeurs obligation des aïnous. Le village sera rebaptisé 泊居町 - Tomarioru. Après le traité de 1905-1906 - traité de Portsmouth, le village se développe et voit le développement d'une activité industrielle. Les toponymistes soviétiques et russes, s'appuyant sur la langue aïnoue, donnent la signification de dans la baie ; ceci provenant de Tomari - baie et oro - sur, dans.

Томари - Tomari est une adaptation à la prononciation russe du toponyme aïnou japonisé.
