L'abbé Carbonel fut curé de Niozelles, en département français des Alpes-de-Haute Provence, mais aussi poète qui marqua la paroisse par son charisme et sa personnalité.

Le Concile œcuménique de 1869 inspira son travail et il écrivit ce Le Concile œcuménique de 1869 qui sera éditée en 1870 dans La France à Rome, Album de la poésie catholique à l'occasion du concile oecuménique de 1869.

L'ouvrage sera un beau succès et verra nombreux lecteurs.

Allez, Pères, allez dans la ville éternelle
Où la puissante voix de Pierre vous appelle.

Soyez aux yeux de tous les vengeurs de la foi.
Nos temps sont menacés d'épouvantables crises.
Mais vous vous assemblez pour ces grandes Assises
Où doit vous enflammer l'irrésistible amour
Du Verbe créateur de la nuit et du jour.

Que Mazzini frémisse en son orgueil farouche,
Le Christ qui ne meurt plus, parlant par votre bouche,
Formidable aujourd'hui comme il fut autrefois,
Les flots s'apaiseront au son de votre voix.
Par vous il vient encore édicter ses oracles,
Par vous éclateront de nouveau ses miracles.
Il nous luit, il nous luit, ce nouvel Univers,
Que vous nous annonciez, prophétiques concerts :
Satan est enchaîné de nouveau dans l'abîme,
Le règne du Seigneur, apaisement sublime,
Nous arrive apportant l'allégresse aux mortels.
Ministres, de parfums embaumez les autels ;
Peuples, des lieux sacrés remplissez les enceintes,
Et dans vos saints transports chantez des hymnes saintes.
Le sophiste n'est plus, l'impie est rejeté,
Nous possédons enfin la sage liberté.
Catilina n'est plus menaçant à nos portes.
Le sombre mazzinisme a rompu ses cohortes,
Et les peuples soumis à la loi du Seigneur,
Aux revers échappés, s'éveillent au bonheur.
De leur sceptre écartant la fraude et l'artifice,
Les rois dans leurs états font fleurir la justice.
Le Prince des Pasteurs dans Rome respecté,
Étend sur l'Univers sa grande autorité;
Des promesses d'en haut heureux dépositaire,
De célestes bienfaits il inonde la terre.
